I have the honour to enclose herewith a para- 387

-phrase of a cypher telegram that I addressed to you on the 7th.

instant regarding Mr. and Mrs. McDonnell.

In January, 1915, the Russian Consul here

received instructions to watch the movements of this man and some

correspondence passed between me and His Britannic Majesty's Consul-General, Manila, on behalf of the Russian Consul who was

unable to communicate in cypher with his French colleague.

On the 24th. of January I received a telegram, paraphrase of which is enclosed, from His Britannic Majesty's Consul -General at Manila reporting that Mr. McDonnell and his wife were on their way to Europe. I caused their steamer to be met and Mr. and Mrs. McDonnell transferred to the S. S. "Chiyo Maru" without landing in Hongkong. I reported their departure to His Britannic Majesty's Consul-General at Shanghai by telegraph but owing to a mistake in transmission he was unable to identify them and con- sequently it is only now that I find myself in a position to report that they have left for Europe.

You will observe that His Britannic Majesty's Consul-General at Manila regards both Mr. McDonnel and his wife

as highly suspicious characters,
